In 2019, under the auspices of the Boxing Federation of Moldova, planned to spend a couple of tournaments in boxing, including international. This was announced by Vasili Chirtoca, in an interview for one of the Moldovan editions.
In particular, answering the question, why should Moldova establish a professional league, if two such leagues have already been created within AIBA, he explained:
- We don’t plan to establish professional leagues - according to Moldovan law, all boxing, including professional (both within AIBA and other international professional boxing organizations), only one federation is involved in the entire territory of the country - in this case, Boxing Federation of Moldova. We encourage the creation and development of promotional companies that will organize boxing tournaments, including international ones, under the auspices of our federation. In 2019, we plan to hold several such tournaments.
Vasili Chirtoca also explained why the FBM decided to engage tightly in professional boxing. According to him, there are several reasons for this. The first, and most important, the International Olympic Committee decided to allow professional boxers to participate in the Olympic Games.
Another task of the Federation is to help manage the career of the best boxers, give them the opportunity to earn money not to the detriment of the interests of Olympic boxing, and also not to lose promising athletes who don’t get into the national teams and offer them the continuation of their career in professional boxing.
According to him, the relevant changes have already been made to the Charter of the Federation. And at the end of September, were held seminars, in which prominent representatives of international professional leagues took part. Have been trained supervisors (managers of professional tournaments) and judges. They, as well as boxers, will be issued the appropriate licenses of the Boxing Federation of Moldova.
The head of the Federation commented on the recent situation when a certain organization in Gagauzia decided to organize a regional tournament, but the BMF didn’t agree to hold it. So, according to him, the Boxing Federation of Gaguzia didn’t organize this tournament, which was officially notified by the FBM.
- The tournament was organized by a certain association, which was established by two or three citizens living abroad, who assumed the right to practice professional boxing in Moldova, - said Vasili Chirtoca – We don’t mind, but subject to the laws of the state in which they intend to act. And from the laws of the Republic of Moldova comes the following.
Sports activities are regulated by numerous regulations, the main ones being the Law on Physical Culture and Sports No. 330-XIV of 25.03.1999 and the Government Decree approving the Regulation on the organization and functioning of national sports federations N 356 of 26.03.2003. There is a general rule, including that prescribed in the Law on Regulatory Acts, which is that special norms apply to any legal relationship. In the event of a conflict between the general norm and the special norm, which are contained in the normative acts of the same level, the special norm shall be applied.
If we return to the mentioned boxing public organization (we have a lot of such), the law doesn’t prohibit any registered structure to set goals for fights, tournaments, professional development and other sports activities. However, this doesn’t give the right to carry out this activity in violation of the law, including the law, on the basis of which all sports organizations are obliged to act. Vasili Chirtoca noted that the Law on Physical Culture and Sports and the government decree approving the Regulations on the organization and functioning of national sports federations, clearly define the primacy and powers of the National Federation in the management and regulation of the sport.
- There is no separate kind of sport "amateur boxing" and a separate kind of sport "professional boxing". There is only boxing. If there were two types of boxing as separate sports, then there would be two National Federations. The Moldova Boxing Federation has exists since 1993. In 2003, after the issuance of a relevant government decree that clarified the norms of the law, the Professional Boxing Federation of the Republic of Moldova, which was also headed by me, became part of FBM.
Even without the desire to understand the rule of law, it is obvious that a structure that doesn’t have even an official website, born in 2014, that is, 20 years later than the Federation, cannot claim that it controls and manages the sport at the national level.
At the same time, we are not opposed to everyone, having the necessary resources and qualifications, willing to develop boxing and have the opportunity to organize boxing tournaments, including professional boxing tournaments.
